Sixty years after the UN convention, systemic racism persists globally.

Sixty years after the United Nations adopted the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), systemic racism continues to be a pervasive issue across the globe. The convention, which was opened for signature on December 21, 1965, aimed to eradicate racial discrimination and promote equality among all individuals, regardless of their race or ethnicity. Despite its noble intentions and the commitment of numerous countries to uphold its principles, reports indicate that systemic racism remains entrenched in various societies, affecting millions of lives.

The ICERD came into force on January 4, 1969, and has since been ratified by 182 countries. The convention obligates signatory states to eliminate racial discrimination in all its forms and to promote understanding among all races. It also establishes a framework for monitoring compliance through periodic reports submitted by member states to the Committee on the Elimination of Racial Discrimination (CERD). However, the effectiveness of the convention has been called into question as systemic racism continues to manifest in numerous ways, including in law enforcement, education, employment, and healthcare.

In the United States, the Black Lives Matter movement has brought renewed attention to issues of systemic racism, particularly in the context of police violence against Black individuals. The killing of George Floyd in May 2020 sparked widespread protests and a global conversation about racial injustice. A report by the U.S. Department of Justice highlighted disparities in policing practices, noting that Black Americans are disproportionately targeted for stops, searches, and arrests. These findings underscore the ongoing challenges in addressing systemic racism within law enforcement agencies.

In Europe, systemic racism has also been a focal point of social discourse. A 2020 report by the European Union Agency for Fundamental Rights indicated that people of African descent in Europe experience significant discrimination in various aspects of life, including employment, housing, and education. The report found that nearly 50% of respondents reported experiencing racial harassment, and many felt that their concerns were not taken seriously by authorities. This highlights the need for more robust measures to combat racism and promote equality across the continent.

The situation is similarly concerning in other regions. In Australia, Indigenous communities continue to face systemic disadvantages, including higher rates of incarceration and poorer health outcomes compared to non-Indigenous Australians. The 2021 Australian Human Rights Commission report revealed that Indigenous Australians are 13 times more likely to be imprisoned than their non-Indigenous counterparts. This disparity raises questions about the effectiveness of existing policies aimed at addressing racial inequality and highlights the need for a comprehensive approach to reconciliation and justice.

The persistence of systemic racism is not limited to specific countries or regions; it is a global issue that transcends borders. The United Nations has recognized the need for a concerted effort to address racial discrimination on an international scale. In 2021, the UN launched the International Decade for People of African Descent, which aims to promote respect, protection, and fulfillment of the human rights of people of African descent. The initiative seeks to raise awareness of the contributions of people of African descent and to combat racism, racial discrimination, xenophobia, and related intolerance.

Despite these efforts, the impact of systemic racism remains profound. It affects not only individuals but also communities and societies as a whole. The economic implications are significant, as systemic racism can hinder access to education and employment opportunities for marginalized groups, perpetuating cycles of poverty and inequality. Furthermore, the social ramifications are equally concerning, as systemic racism can lead to social unrest and division within societies.

The ongoing struggle against systemic racism underscores the importance of continued advocacy and action. Civil society organizations, activists, and policymakers are calling for comprehensive reforms to address the root causes of racial discrimination. This includes revisiting laws and policies that perpetuate inequality, investing in education and community programs, and fostering dialogue among diverse communities.

As the world reflects on the 60th anniversary of the ICERD, the persistence of systemic racism serves as a reminder of the work that remains to be done. The commitment to eliminating racial discrimination must be renewed and strengthened, not only through international agreements but also through local actions that promote equality and justice for all. The challenge lies in translating the principles of the convention into tangible change that can dismantle the structures of systemic racism and foster a more equitable world.
