GRAP-IV restrictions lifted in Delhi as air quality index improves

Delhi, India – The Delhi government announced on December 24, 2025, the lifting of the GRAP-IV restrictions, the most stringent level of anti-pollution measures under the Graded Response Action Plan (GRAP). This decision comes as the Air Quality Index (AQI) in the capital has shown significant improvement, moving from hazardous levels to a more moderate range.

The GRAP is a set of emergency measures implemented by the Delhi government to combat air pollution, particularly during the winter months when smog levels typically rise due to a combination of factors including weather conditions, vehicular emissions, and construction dust. GRAP-IV restrictions were enforced when the AQI crossed the 400 mark, indicating severe air quality conditions that pose serious health risks to the population.

As of December 24, the AQI in Delhi has reportedly dropped to 250, categorized as “poor” according to the Central Pollution Control Board (CPCB). This improvement is attributed to several factors, including favorable meteorological conditions, such as increased wind speed and rainfall, which have helped disperse pollutants in the atmosphere. Additionally, the government’s ongoing efforts to regulate construction activities and vehicular emissions have contributed to the decline in pollution levels.

The lifting of GRAP-IV restrictions means that several prohibitions will be eased, including the suspension of construction and demolition activities, which had been halted to mitigate dust pollution. Furthermore, restrictions on the operation of industries that contribute to air pollution will also be relaxed. The government is expected to monitor the air quality closely in the coming weeks to ensure that the situation does not deteriorate again.

The timeline of air quality in Delhi has been a matter of concern for years, particularly during the winter months when pollution levels typically spike. The city has faced severe air quality crises in the past, prompting the implementation of GRAP measures. In November 2025, for instance, the AQI reached alarming levels, prompting the government to enforce GRAP-IV restrictions as a response to the health emergency posed by the deteriorating air quality.

The implications of lifting these restrictions are significant for the economy and daily life in Delhi. Construction activities, which had been a major contributor to economic growth, were severely impacted during the GRAP-IV phase. With the easing of restrictions, construction companies and workers can resume operations, potentially leading to a boost in employment and economic activity. However, environmental experts caution that the government must remain vigilant and prepared to reinstate restrictions if air quality worsens again.

Public health experts have long warned about the adverse effects of poor air quality on respiratory health, cardiovascular diseases, and overall well-being. The World Health Organization (WHO) has identified air pollution as a leading environmental risk to health, particularly in urban areas like Delhi. The lifting of restrictions may lead to a temporary relief for residents who have been affected by the limitations on construction and industrial activities, but it also raises concerns about the potential for a resurgence in pollution levels.

The Delhi government has committed to long-term strategies to address air quality issues, including the promotion of electric vehicles, stricter emissions standards for industries, and increased green cover in urban areas. The recent improvement in air quality is a positive development, but experts emphasize the need for sustained efforts to ensure that such improvements are not short-lived.

As the city moves forward, the balance between economic activity and environmental health will remain a critical challenge. The government’s ability to respond effectively to changing air quality conditions will be essential in safeguarding public health while also supporting economic growth. The situation in Delhi serves as a reminder of the complexities involved in managing urban air quality, particularly in rapidly developing cities facing similar challenges worldwide.
